The name "Roman Palestine" is misleading. Jesus was born into Herod's kingdom that was called Judae (Herod was the king when Jesus was born, lived and crucified), or you may say that he was born in Nazareth which is in the Galilee area. See this link for further information about the name Palestine, and when/where it was used.
