"State monopoly on Violence." This is the problem. It is what the US Constitution specifically prohibits, with its Second Amendment. When the people grant a state such power, the people cannot be sure that the State will remain benevolent. The people of Germany elected Hitler, and gave him control of a State which had a monopoly on violence. Stalin and Mau used the State monopoly on violence to murder more than 100 million. The people of Srebrenica surrendered their weapons and granted a monopoly on violence to their "protectors:" the DUTCH. When the Dutch army obeyed the UN call to stand down and not fire on Serbian forces, four thousand innocent civilians were murdered. These civilians died after surrendering their weapons and granting a "monopoly of violence" to the Dutch-- a democratically elected and supposedly benevolent State. The best of intentions gone horribly wrong-- but only made possible when the People grant the State a monopoly on violence. Perhaps the General is trying to salve his conscience.
